Lagos Assembly Advances New Tenancy Law to Protect Landlords and Tenants

Lagos lawmakers debate new tenancy bill to improve landlord-tenant relations, define rights, and prevent unfair eviction practices across the state.

The Lagos State House of Assembly has taken a major step toward improving rental relationships by passing a proposed tenancy law through its second reading on Thursday. The bill seeks to create a clear legal structure that defines the roles, rights, and duties of landlords, tenants, and agents throughout the state.

Speaker Mudashiru Obasa, during the plenary session, explained that the bill is designed to guide tenancy agreements, clarify eviction rules, and ensure both landlords and tenants understand their obligations. He pointed out that many tenants rely on annual bonuses or leave allowances to pay rent, while landlords depend on rental income to cope with the rising cost of building materials.

Obasa called on the state government to revisit its housing policies and fulfil promises made to the public. He then referred the bill to the House Committee on Housing for further evaluation, with a report expected in three weeks.

Lawmakers across different constituencies voiced strong support for the proposed law. Sa’ad Olumoh of Ajeromi-Ifelodun I described it as a vital move to bring order to rental issues. He said the bill clearly explains rent payment structures, whether monthly or annually, and outlines how eviction notices should be served. According to him, the law would reduce misunderstandings by setting legal standards for all parties involved in tenancy matters.

Aro Moshood from Ikorodu II praised the bill for its tenant-focused approach and proposed the creation of an enforcement body to prevent landlords from charging unlawful rents. He believes the bill will help tenants plan their finances with less stress.

Stephen Ogundipe of Oshodi-Isolo I said the bill addresses all aspects of rental dealings, including agent behaviour, lease agreements, and conflict resolution. Femi Saheed from Kosofe II welcomed the inclusion of landlord rights concerning property charges and also emphasized that tenant rights are protected under the bill.

Ajayi Oladele of Ibeju-Lekki II said the legislation will reduce tensions often caused by estate agents and make legal responsibilities clearer for everyone. Omolara Olumegbon from Lagos-Island I praised the bill for introducing fairness in how rent timelines relate to eviction procedures.

The lawmakers believe the proposed law will modernize housing arrangements in Lagos and bring lasting improvements to how rental relationships are handled across the state.
